Branch Inspection Summary:

Routine, Unannounced Physical Security Inspection on August 11-14, 1986 (Report No. 50-289/86-15)

Areas Inspected: Security Plan and Implementing Procedures; Security Organization; Access Control (Personnel / Packages); Communications; and Alarm Stations.

The inspection also involved a review of actions taken by the licensee in response to an NRC Regulatory Effectiveness Review conducted on June 9-13, 1986.

Results: The licensee was found to be in compliance with NRC requirements in the areas examined.

MC 30703 - Exit Interview The inspectors met with licensee representatives listed in paragraph 1 at the conclusion of the inspection on August 14, 1986. The purpose and scope of the inspection were reviewed and the findings were presented.

At no time during the inspection was written material provided to the licensee by the inspectors.

MC 92704 - Followup on Headquarters Requests During this inspection, the inspectors reviewed those actions taken by the licensee in response to the NRC Regulatory Effectiveness Review (RER)

Team's preliminary findings that were discussed with the licensee at the conclusion of the RER on June 13, 1986. See Attachment 1 for the in-spectors' findings.

(Closed) Inspector Followup Item 50-289/85-27-06:

The licensee identified a potential documentation problem with se-

curity training records pertaining to drill tasks. The inspectors found, by reviewing revised lesson plans and procedures, that the licensee r.ow requires documentation of the specific tasks performed

in each drill position. This action should alleviate the potential problem.

The licensee had undertaken a project to upgrade certain vital area doors. The inspectors confirmed by observations that the licensee completed the upgrade project.

Questionable barrier features in two plant vital areas had been idintified.

92702 - Followup on Violation (Closed) Violation 50-289/85-27-03:

Failure to wear and control photo ID badges and key cards.

The inspectors confirmed, by observations of plant

employees-and a review of revised procedure #1005.11 (Revision 38), that the licensee's corrective actions appeared to be effective.

81018 - Security Plan and Implementing Procedures The inspectors confirmed, by a review of the security plan and imple-menting procedures, that the licensee's security program was being carried out in accordance with the NRC-approved security program plans.

81022 - Security Organization The inspectors confirmed that the security force was sufficiently manned to meet the requirements of the NRC-approved security plan.

81070/81072 - Access Control Personnel / Packages The inspectors confirmed that the identification, issuance, and control of

photo-ID badges was being accomplished in accordance with security access control procedures. The inspectors also observed personnel being proces-sed through required search equipment, under the supervision of the se-curity force and in accordance with required search procedures.

The licensee's access control measures were found to conform to the NRC-approved security plan.

81088 - Communications The inspectors requested and observed successful testing of the security -

organization's communications capabilities among alarm stations, security force members, and local law enforcement agencies.

Performance was in accordance with the NRC-approved security plan.
