This letter refers to the inspection conducted by Mr. Leonard Chrang o'

this office on May 7-11, 1990 at the General Public Utilities N', clear

Corporate- of fice in Parsippany, New Jersey and the Three Mile 4sland, Unit 1-

facility in Middletown, Pennsylvania of activities authorized by NRC operating

License No. DPR-50. Mr. Cheung discussed the findings of th inspection <ith

Mr. Sadauskas and other members of your staff at the conclus^on of this- -i

inspection.

Specific areas examined during this inspection included your implementation of

Regulatory Guide 1.97. Within these areas, the inspection ;onsisted of selective .

examinations of procedures and representative records, intr rviews with personnel, '

and observations by the inspector.

Based on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. This ,

violation has been categorized by Severity level in accordance with the l

General Statement of Policy and Procedure for NRC Enforcement Actions, 10 CFR i

Part 2, Appendix C, 1990, You are required to respond to this letter and in a

preparing your response, you should follow the instructions in Appendix-A.

However, the inspection generally noted your compliance with Regulatory

Guide 1.97.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
