During the period from May 10 to June 9, 1989, members of NRC Region I: staff
conducted routine safety inspections at your facility. We have documented the -
results of that. inspection in the enclosed report. At the conclusion of the
inspection period, Mr. D. Johnson of my staff, summarized the inspection ' find "
ings with you and other members of your staff. We'noted that plant operations
continue to be conducted in a safe manner.
'
Two violations -for.which' enforcement discretion was applied were identified.
One concerned a procedure non-adherence which resulted in an inadvertent open-
ing of the primary power operated relief valve. The second involved an in-
operable security system. Both were caused by personnel error. Your prompt
identification, thorough review, and effective correction of these problems
were noteworthy. Additional management attention, however, may be warranted to
prevent reoccurrence of human factor errors.
