NRC INTEGRATED INSPECTION REPORT NO. 50-289/99-01

Dear Mr. Langenbach.

I

On March 13,1999, the NRC completed an inspection at your Three Mile Island Unit i reactor

facility. The enclosed report presents the results of that inspection which the resident inspectors

discussed with you and your staff during the March 18,1999 exit meeting.

Your staff continued to support safe operation of the unit throughout the inspection period.

Operators performed routine surveillance testing in a controlled manner and responded well to

several minor plant events. Preventive maintenance continued to be effective and corrective

maintenance addressed equipment problems, safely with minimal impact on plant operations.

However, integrated control system difficulties represent a challenge to operators, and as such

warrants your continued ettention. Engineering continued to provide good support to p* ant

operations and maintenance activities. Identification by your staff of the elevated tritium activity

in the monitoring well (OS-18) led to investigation and identification of a small leak from the

buried radioactive waste normal discharge path. We assessed that your staff responded

adequately and isolated the path and that the radiological consequences to the public of this

release peth way were minimal.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosures will be placed in the NRC Public Documer:t Room (PDR).
