Revision 1, for the Perry Nuclear Power Plant (Perry). Reference (b) docu-mented the staff's general acceptance of this ODCM. With reference (c) you provided a complete Revision 2 to the Perry ODCM, and have periodically updated this revision witn corrected "Temporary Change" pages that accompany references (d), (e), and (f) (TC-003 through TC-006) in accordance with Perry Technical Specification 6.14.

The staff notes that TC-007 and TC-008 to the Perry 0DCM have also been submitted to the staff; however they were not considered in this review effort and will be the subject of further staff review.

~ . l Mr. Alvin Kaplan Our contractor, EG&G Idaho, Inc., has conducted a review of Revision 2 of the Perry ODCM through TC-005. Their discussion and coments are contained in tneir Technical Evaluation Report (TER), EGG-PHY-7731 (enclosed). We agree with the contractor that this ODCM uses methods that are, in general, consistent with staff guidelines and is an acceptable reference. However, in the TER there are listed a number of discrepancies and suggestions, some typographical in nature, some substantive. Since these issues involve refinements to a basically sound document, there is no need for inrnediate action. however, the staff requests that you address each of the items identified in the Conclusions section of the TER within 6 months of receipt of this letter with a new revision to the ODCM. While not specifically addressed in the TER, the staff has determined that changes submitted as TC-006 in reference (f) provide acceptable documentation for exchange of milk sampling stations.

The staff notes that the omission of Figures 3.0-1, 5.1-1, 5.1-2, and 5.1-3 from the ODCM reviewed in the TER was an error in the DCS distribution system and these four oversized figures are now available to us. However, the complex, illegible Figure 3.0-1 should be replaced with a simplified block diagram fcr the gaseous radwaste system and discharge pathdays similar to the simple diagram for the liquid raawaste system of Figure 2.1-1.

The staff also feels that the system of "Temporary Changes" to the ODCH can be confusing to the user, particularly when snme pages contain as many as four "Temp Change" stamps and as many as seven different change bars, Since you will be making a number of ODCM changes in response to the items in the TER, it is suggested that you incorporate these new changes as well as all of the currently applicable Temporary Change items into a new Revision 3 of the Perry 00CM, and that future revisior,s to the ODCM occur frequently enough to keep the nunter of Temporary Changes to a reasonably manageable number.

This request for information affects fewer than 10 respondents; therefore, OMB clearance is not required under Pub. L.96-511.
