REVIEW 0F RECIRCULATION PIPING SYSTEM ANALYSIS        JPartlow ACRS(10)/0 ELD Re:        Vermont Yankee Nuclear Power Plant                  FCherny Gray File RKirkwood By let'9rs dated April 22, May 14, and July 10, 1985, you provided information describing the scope of the Recirculation System Pipe Replacement Program at Vermont Yankee and requested approval of the Pressure Vessel Research Comittee (PVRC) recommended damping values (ASME Code Case N-411) for response spectrum seismic piping analysis for the Recirculation and portions of the Residual Heat Removal (RHR) system at Vermont Yankee.
We have reviewed the information you have submitted and have determined that our review and approval of the analyses used for the Recirculation Program is necessary. We have reached this determination based on your description of changes in the analysis methods, your request for approval for use of the PVRC damping which differs from that described in your FSAR and the guidance contained in Generic Letter 84-07 with regard to 10 CFR 50.59.
We have completed our review with respect to the mechanical engineering aspects; (1) the use of PVRC damping (ASME Code Case N-411), (2) the use of the ASME B31.1 Power Piping Code for the replacement piping analysis and (3) the use of three dimensional earthquake and 33 Hz cutoff frequency for the analysis and find the methods to be acceptable. The staff review of the structural engineering aspects of the replacement program are under review and will be the subject of separate correspondence.
