PHILADELPHIA ELECTRIC COMPANY 2301 MARKET STREET P.O. BOX 8699 PHILADELPHIA. PA.19101 (2151041 4000 November 19, 1980 Mr. Boyce II . Grier, Director Region I Office of Inspection & Enforcement US Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19406

Dear Mr. Crier:

SUBJECT:

Licensee Event Report Narrative Description The following occurrence was reported to Mr. Cowgill, Region I, Office of Inspection and Enforcement on November 5, 1980.

R e f e reitec : Docket No. 50-277 Report No.: LER 2-80-26/lT Report Date: November 19, 1980 Occurrence Date: November 5, 1930 Facility: Peach Bottom Atomic Power Station RD 1, Delta, Pennsylvania Technical Specification

Reference:

Techaical Specification 3.5.C.1 states in part that "The ilPCI' Subsystem shall be operable whenever there is irradiated fuel in the reactor vessel...except as specified in 3.5.C.2..."

Technical Specification 3.5.C.2 states in part that "From and after the~date that the 11PC I Subsystem is made or found to bc inoperable'for any reason, continued reactor operation is permissable only during the succeeding seven days...providing that...the ADS subsystem, the RCIC system, the LPCI subsystem and both core spray subsystems are operable."

While performing a routine surveillance test on the llPCI system, the control room operator observed flPCI to start,

' trip, and restart in succession several times. Additionally, no speed indication was observed on the control room instrumentation while.the turbine was starting. With no speed input, the ilPCI turbine controls fall the turbine control' valve fully open, thus causing the turbine to increase in speed to the mechanical overspeed trip. The auto-reset allowed the turbine to restart and repeat the sequence of events. Local observation by plant personnel confirmed these events.

Probahic Consequences of the Occurrence:

The conditions described above would have prevented flPCI from performing its required function if it had been required to start, however, all backup systems were verified operable as required by Technical Specification 3.5.C.2.

Cause of the Event:

Cause.of the event was an open resistor in the power supply to the llPCI turbine electronic governor motor (EGif), which prevented the EGM controls from receiving a correct speed signal.

Corrective Action An in kind replacement-of the failed component was installed and the IIP C I turbine tested satisfactorily and returned to service in'about 15 hours1.736111e-4 days
0.00417 hours
2.480159e-5 weeks
5.7075e-6 months
.
