There has .been considerable discussion about it. What this letter does , in brief, is. to defend the people who have made the decirion on this matter. Mr. David. Pesonen has wri tten A book. called "A ' Visit' to the Atomic ' Park", J relating' to Bodega . Bay. . I would suggest aht,.if you have not, that you . read this very closely for. the attitudes and .methoda of m procedure of those who are opposed to the Bodege Bay ' Atomic Park. Regardless . of what attacks may be u.ade- on the'-local j ~ Board of Superv. sors and local individuals. I'do not see how, in fairness, they can attack the. Public Utility Conmission of the 4 State of California. -The Publio. Utility Commission held hearings, and closed'them. At the request df these people they opened these . ,hearingo and allowed them'to talk as long and as loud and as irrelovaatly as they wished'. , 1 I think the position of the responsible Democrats in thascan area is that all the agencies Linvolved are responsible people and make responsible decisione.- We.have:$ust as auch faith.. in the Atomic' Energy Commission making the proper decision as to. the plant the pooper.' as we job.in ~ would h, ave in the D' apartment of. It appears to me that there are too many who are opposed to this plant for what I think are very irresponsible nasons. If a substantial nuster of the committee vote against the Bodega Bay Plant it is going to be vary damaging to the Democratic Party as a whole and make Democratic t  ; organizations in Sonoma County ineffective and Mdound to the { dethinent'of the Democratic Party throughout the state. The development of the peaceful uses of atomic energy is a firm and avowed policy of our present Democratic Administration \ in Washington. The Administration is much concerned that the tremendous amounts of money that have been spent on the devel opment of atomic power be now turned to uses which can neult in better j standards of living for this country and the world. This is also the policy of Congress up to and including , j the Joint Congnesional Committee on Atomic Energy , the chairman ' of whit;h is Chet Ho111 field of California, a Democnt. It is also the policy of the Atomic Energy Commission, the chairman of which is Glenn T. Seaborg, former Chancellor of the University of - California. . 1 It seems scarcely necessary to have to Maind you that *he Executive Department and the Congress are strongly in the of hands  ; i the Democratic Party in this country. / The laws and regulations . pertaining to the use, ngulation, and control of atomic energy have been made and amended by Democratic congresses . This policy, which has to date necessarily been followed by all responsible men, is also the plicy of the state Admini s ation, t which is now Democrstic. Lengthy hearings have been held by the Public Utilities Commission's agsncias, operating under e law th 3roviding the supervision of the develo oF c power in I.

Ernest Smith, dedicated to the responsible the Democratic Party. principles of The Sonoma County Planning Commission has two members who an also respo3sible members of the ySonoma Count Democratic Central Committee, Lee Torr, III and Thomas [olidori. The present activity ' of the opponents for the BodeEa Bay J 1 Atomic plant is to attack the A.E.C. and Alexander Grendon, the I Governor's coordinator en atomic enerFS. They have already l prejudged the A.E.C. and are seeking to undermins the confidence ' and respect that this body should have.- hey have otated that "it has worked with the P.G. 5 E. in developing atch e power plantu. Can we rely on the A.E.C. to protect the' interest of th6 citazans of Sonoma County?" Bey have stated that the A.E.C. has : ot concern over tra life and health of :the people. - The history of the safety mcord of .the A.E.C. and those f who are regulating industry is a phenomenal one. ' he opponents published a list showing thirty-six people killed because of reactor accidents since 1943. What other in.dustry has such a mcord? This is less than two people a year. Such a record merits confidence, not distrust. They may turn down the application or they uy grant it. What,we need to do is give, them our confidence. I To give a dramatic example, last year there were seven . People killed in fishing accidents out of todega Bay. If these people believe in the abolition of k- public utility companies and the' assumption of all power by the ' t govervsment, ' they should say so. Meanwhile,-the P.G. C E. has to operate within the law whenby 'they are controlled and regulated. Its main purpose is to provide sufficient power to serve the present ~ and futun needs of those. served at the' most economical rate possible. Other than the P.G. - C E. , all- the decisions 'have been made or will be made entirely by local, state, and national { l government agencies. * ._ 5 h conservation argument, as far as we are concemed 'is a spurious one. The presentation of Bod *ga Bay as a park or as a biological labortory was given very serious consideration, by those locally and by the P.U.C. and by all of the other bodies involved, including The Sonoma County Planning Commission, the Departrent of Fish and Game, and the Division of Beaches and Parks.' There is no question, all things being equal, that people would rather have maintained this as a park. The decision was made that it would be e much better used for an Atomic Plant. I can tell you it would be i my opinion that the people who made this decision have done more - i to develop parks and recnation'in this' state, than these people who an opposing this because they may dis 1ike the Pacific Gas d and Electric Company, or for a ph'ony conservation issue. g I am attaching hento, a copy of the Master Plan for the f Master Lay-Out L. of the Bodega Bay Complex as Exhibit A. . If you y will notei the Bodega Bay Atomic Park takes 'up a very sad 11 part s of the,am'a. j And I am very sum, whether the plant is an atomic-k one or a conventional one. .the portion taken above will be made available. to the public for viewing and site-seeing at least. The * .j area to the North _is the University of California's Marine Biological  : a t Research Station. Then it divides into private ~ property on the East ' t ' { and Sonome Coast State Park on the West.' Sonoma Coast Park extends l- ten-alles direct to Jenner. It 3 I has been adopted, planned, and developed by responsible people. Therefore, if any officiel Stato or County Democratic -group is going to make any. decision, it should be as follows' '!

1) Tho Bodega Bay Compler, including the Bodega Bay Atdmic Park, has been developed by responsible people with full realization of all the problems involved and have decided that this is the best way to serve the needs of the people of Sonoma County and the State of California, and they are to be commended for the job they have done.
2) The Public Utility Commission of the State of California is a responsible group and merits l confidence and respect of the citizens of this State.

3) The Atomic Energy Commission and the other bodies that weri active in developing the reactor program have an exemplary safety record, unmatched by any other industry and they be congratulated on this record and given complete confidence in any decision that they would make.
