County Democratic Central Committee is planninE to discusse and mak a decision on the Bodega Bay Atomic Park.
It appears to me that there are too many who are opposed to this plant for what I think are very irresponsible nasons. If a substantial nuster of the committee vote against the Bodega Bay Plant it is going to be vary damaging to the Democratic Party as a whole and make Democratic t ;
organizations in Sonoma County ineffective and Mdound to the {
dethinent'of the Democratic Party throughout the state.
The development of the peaceful uses of atomic energy is a firm and avowed policy of our present Democratic Administration \
in Washington.
The Administration is much concerned that the tremendous amounts of money that have been spent on the devel opment of atomic power be now turned to uses which can neult in better j
standards of living for this country and the world.
This is also the policy of Congress up to and including ,
j the Joint Congnesional Committee on Atomic Energy , the chairman '
of whit;h is Chet Ho111 field of California, a Democnt.
It is also the policy of the Atomic Energy Commission, the chairman of which is Glenn T. Seaborg, former Chancellor of the University of -
California. .

Again, it seems hardly necessary to remind you that the . i executive and legislative branchos of the state government are predominantly Democratic.
We are not going to keep them that way I unless we all maintain an intelligent and responsible attitude toward these problems.
l Locally the plant has been approved by the Sonoms County Board of Supervisors, the Sonoma County Planning Commissi on, the Board of Zoning Adjustments, the Sonoma County Harbor C ommission, the Sonoma County Highway Engineer, and 'the County Cou nsel's Office.
I am advised that the plant has had the support also every of
- chamber of commerce except two, all the real estate , and all boards of the labor unions.
The Harbor Commission haa on it at least one prominent Democrat. Can we rely on the A.E.C. to protect the' interest of th6 citazans of Sonoma County?" Bey have stated that the A.E.C. has : ot concern over tra life and health of :the people. -
The history of the safety mcord of .the A.E.C. and those f
who are regulating industry is a phenomenal one. ' he opponents published a list showing thirty-six people killed because of reactor accidents since 1943. What other in.dustry has such a mcord? This is less than two people a year. Such a record merits confidence, not distrust. They may turn down the application or they uy grant it. What,we need to do is give, them our confidence. I To give a dramatic example, last year there were seven .
People killed in fishing accidents out of todega Bay. There were 7
only tnres, from reactor accidents, in the entire atomic industry. l here have been many more people killed due to fishing accidents 'i over the last twenty years at Bodesa Bay than there were in the atomic reactor . industry throuFh out the ut no of the ' United States.

There is no question, all things being equal, that people would rather have maintained this as a park. The decision was made that it would be e
much better used for an Atomic Plant. I can tell you it would be i

- 2) The Public Utility Commission of the State of California is a responsible group and merits l confidence and respect of the citizens of this State.
