Dear Lando:

I appieciate your reply to my July 19 letter.

You write that the staff responded to my January 29 and l

February 24, 1988 letters on March 31, 1988.

In a letter to me dated March 31, 1988, Mr. WBward G.

^ ' " ' " "

Greenman writes that the Nuclear Regulatory Commission approves of men working in a drywell with the reactor at power at Commonwealth Edison's Dresden ar.d Quad Cities Stations.

He writes that the drywell is always deinerted to J' u - ed when workers are in the drywell with the reactor at power.

,o step s

But Technical Specifications for the Dresden and Quad Cities a

\\.

reactors require that the drywell be inerted - oxygen

/~ v !D concentration reduced to less than 5% with nitrogen - during k o -o power operations.

Car A.md:_*-

-a/f'.uL) r Mr. Greenman also writes that the Nuclear Regulatory Commission approves of a Com4nonwealth Edison Company Policy 1.a i

that authorizes operatsts to turn off a safety system in an

.. ne.

emergency before the system has accomplished its design

, m e, n u. c i

purpose. Turning off a safety system pumping water into a nuclear reactor during an emergency before the system has 3' 7,7

,g finished its job can cause a nuclear fuel meltdown.

Mr. Greenman writes that the Nuclear Regulatory Commission f-+'P+~

approves (1) a practice that violates nuclear plant r a c e w r: r,

operating Licenses and (2) a Policy that can cause an p en ;L>

accident like Three Mile Island.

.,;c on June 22, I called you to ask about my letters. ', talked to Frank Ingram. I told him that I had written two letters to you about problems at commonwealth Edison nuclear plants. He said that the letters had probably been sent to the Region for action. I replied that I had already corresponded with the Region; that I wrote to you betause action by the Region was unsatisfactory. Mr. Ingram tol'4 me he would look into the g

situation.

.m on July 7, 1988, I wrote you to describe how the nuclear 4' f 4-industry has overlooked the most important lesson from the

charge of operations, would have prevented the accident. I 6/

enclosed two studies to support this conclusion. I wrote this letter and sent you the studies because I know you advocate c(t j
