Topical Reports for Environmental Qualification and High-Energy Lino Breaks This letter provides one signed original and'10 copies of Amendment 4 to Topical Report PGE-1004, " Trojan Nuclear Plant Analysos of Pipe System Breaks, outsido Containment", and Amendment 4 to Topical Report PGE-1025,

" Trojan Nucicar Plant Environmof.tal Qualification Program Manual". The purposo of this submittal is to'provido the information committed to in

.Licensco Event 3teport 86-16, Revision 1, " Deficiencies Identified in the Analysis of Migh-Encrgy Line Breaks in the Turbino Building". The enclosed amendments reflect the following:

1. Permanent corrective actions that have boon or will be implemented as a result of the analyses performed of high-energy line breaks (HELBs) in the Turbine Building.
2. Technical summaries of the analyses performod of HELBo in the Turbine Building and the Main Steam Support Structure. The technical summaries for the Turbino Building cover the initial analyses performed using the FLUD code (provided in the appendicos to PCE-1004) and the final analyses performed using the RELAP codo (provided in the appendices to PGE-1025).
3. Results from ongoing program reviews, technical clarifications, and updating and/or correction of technical, licensing, and administrative information.

It should be pointed out that the attached documents include analysos of double-ended guillotine HELBs in the Turbine Building, but as yet do not include analyses of intermediate and small area HELBs (break sizes from 0.1

-to 1.2 square foot). Analysis of intermediate and small area HELBs is f currently in progress. The results of these analyses will be incorporated l in a subsequent revision to PGE-1025.
