Dear Mr. Butler:

The purpose of this letter is to update the safety evaluation and the two safety analyses which were provided to the L NRC and discussed in the referenced letters. The evaluation and analyses concern the Philadelphia Electric Company (PECo) plan to install a liquid hydrogen and oxygen storage system at Peach Bottom Atomic Power Station. Installation of the liquid hydrogen and oxygen storage system is required to support a planned l Hydrogen Water Chemistry Program which is being developed to reduce the effects of Intergranular Stress Corrosion Cracking

(IGSCC). The safety evaluation and safety analyses have been revised to incorporate the requirements of the 1987 revision of the BWR Owners' Group " Guidelines for Permanent BWR Hydrogen Water Chemistry Installations". The design of the on-site liquid hydrogen and oxygen storage system conforms to the guidelines in this document.

PEco hereby requests NRC's review and approval of the storage of liquid hydrogen and oxygen as described in the attached safety evaluation titled " Safety Evaluation for Hydrogen and Oxygen Storage Systems, Revision 2". Also provided in the attachment are the revised, supporting safety analyses titled .
