Dear Ms. Hiatt:

Your letter dated March 27, 1986 requested my assistance in obtaining information pertaining to the design and quality of equipment manufactured at the General Electric (GE) San Jose plant, alleged to have been deficient by a former GE employee. Of particular interest to you is the availability of any and all information in the possession of the NRC staff related to deficient equipment which may have been supplied by GE for the Perry Nuclear Power Plant. Enclosed with your request was a letter from the Government Accountability Project (GAP) to the Commission, dated October 25, 1985, informing the NRC of the allegations, summarizing the results of an investigation of the allegations performed by GAP's consultant, and requesting a meeting with the NRC staff to discuss those investigation findings. Also enclosed with your request was your letter to the GAP, dated January 31, 1986, requesting the GAP to provide you with information on deficient equipment and components supplied to Perry by GE, and GAP's response to you dated March 24, 1986.

At the time the October 25, 1985 letter was received from GAP the NRC staff was not aware of any quality assurance problems at the GE San Jose facility.

The NRC's Office of Inspection and Enforcement is reviewing allegations concern-ing the implementation of the quality assurance (QA) program at GE's San Jose offices and has received a number of documents from GAP related to those alle-gations which are lacking in detail of the problems alleged. During its review, and when reviewing any allegations, the NRC staff promptly informs the affected organization of any allegations involving a potentially significant and immediate impact on public health and safety to assure proper and timely action.

The NRC has faitiated an inspection to fully assess the substance and potential impacts of the allegations.
