CLEVELAND ELECTRIC ILLUMINATING COMPANY, PERRY NUCLEAR UNITS 1 AND 2, DOCKET NOS. 50-440 AND 50-441 This letter acknowledges receipt of your April 8,1988 reply to the response from the Cleveland Electric Illuminating Company (CEI) concerning your petition sent September 22, 1987, as supplemented October 8, 1987. The petition alleged certain deficiencies existed in the CEI Emergency Preparedness Information Hand-book of October 1986 (hereinafter called handbook) for the Perry Nuclear facility and in certain portions of the associated emergency planning.
The petition sought correction of the handbook and redistribution of the corrected handbook. My November 9,1987 letter infonned you that your petition, as supplemented, would be considered for action pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 2, Section 2.206.
Subsequently, CEI published a revised infonnation brochure attached to a 1988 calendar (hereinafter called calendar) and submitted a March 9, 1988 reply to the petition. The status and disposition of your April 8,1988 reply to CEI (hereinafter called reply) is described below.
Your reply stated that in substantial part the relief requested in the petition has been granted by the calendar. Accordingly, you requested that I issue a Director's Decision only on the specified portions of the calendar that, in your view, remain objectionable.
The reply also stated that a ruling on all other cetters you have raised is unnecessary since the calendar rectified the major alleged deficiencies in the October 1986 handbook.
Your remaining concerns relate to (1) distribution of the calendar to businesses within the plume exposure emergency planning zone, (2) a determination as to whether the page on emergency planning distributed by the Ohio Bell Company had instructions or an explanation that 'che page should be placed in the telephone book and whether the page was delivered to businesses (3) the degree of emphasis in the booklet that parents should listen to the Emergency Broadcast System to confirm the location of the appropriate receiving school, (4) the characteriza-l tion of ionizing radiation and its effects on people, (5) the lack of postage and addresses on cards to be returned by persons with special needs, and (6) the i
accuracy of information concerning the accident at Three Mile Island. As you know from my November 9,1987 letter, the Federal Emergency Management Agency (FEMA) l has been assigned the responsibility of assessing offsite emergency planning, l
