Specifically, this change requires adjusting j the observed leakage rates through the ECCS check valves when testing at l lower-than-maximum differential prensure, proposed replacement pages for the Technical Specifications are provided as an attachment to the LCA.

Service for LCA 169 to the chief executive of the county in which the faellity is located and to the State of Oregon, Department of Energy.
Since the current Trojan Technical Specifications do not require adjusting observed leakage rates, an evaluation of check valve integrity was per-formed for those valves which required rotesting at lower test differen-tial pressures during the 1988 refueling outage. A copy of the evaluation is attached. This evaluation concluden that check valve integrity has j been adequately demonstrated and that continued Plant operation through j Cycle 11 is justified.
