Licence Chango Application 169 Attached are throo signed originals and 40 conformed copics of License Chango Application (LCA) 169 requesting amendment of Operating License NPF-1. The proposed change revises the surveillanco requiro- ,

ments for Emergency Core Cooling System (ECCS) check valves in the Trojan Technical Specifications. Specifically, this change requires adjusting j the observed leakage rates through the ECCS check valves when testing at l lower-than-maximum differential prensure, proposed replacement pages for the Technical Specifications are provided as an attachment to the LCA.

Also attached is a check for $150 in accordance with Title 10, Code of )

Federal Regulations, part 170 and one signed copy of a Certificate of )

Service for LCA 169 to the chief executive of the county in which the faellity is located and to the State of Oregon, Department of Energy.

Since the current Trojan Technical Specifications do not require adjusting observed leakage rates, an evaluation of check valve integrity was per-formed for those valves which required rotesting at lower test differen-tial pressures during the 1988 refueling outage. A copy of the evaluation is attached. This evaluation concluden that check valve integrity has j been adequately demonstrated and that continued Plant operation through j Cycle 11 is justified.
