(NRC INSPECTION REPORT NO. 50-424/87-71)

This letter refers to the Enforcement Conference held at our request on February 10, 1988. This meeting concerned activities authorized for your Vogtle facility. The issues discussed at this conference related to the adequacy of shift manning at plant Vogtle to perform alternate remote shutdown while simultaneously conducting firefighting activities. A list of attendees, a summary, and a copy of your handout are enclosed. We are continuing our review of these issues to detemine the appropriate enforcement action.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

I ENCLOSURE 2 ENFORCEMENT CONFERENCE

SUMMARY

During the meeting, the licensee presented an overview of concerns and requirements regarding plant Vogtle shift staffing. The licensee stated that their FSAR commitments for shif t staffing exceeds plant safety needs for performance of alternate shutdown.

GPC took issue with the violation concerning shift staffing to concurrently perform an alternate shutdown and extinguish a control room fire. The licensee stated that shift staffing assignments were denoted in shift

, briefings, a shift status board, and also the shift supervisors log. The licensee also indicated that an evaluation of a three operator team for alternate shutdown had been performed and that on this basis, three operators could accomplish safe shutdown and maintain safety functions. GPC stated that an OSOS and two control room operators for alternate safe shutdown were assigned duty onshift at all times and therefore, they believed that compliance with the safety intent was always tr.aintained.

The NRC staff stated that the three operator team had not been previously demonstrated and, therefore, this was an open issue and further review would be necessary, i
