I Attached is LER-85-057-00 for Waterford Steam Electric Station Unit 3.

This event is reported pursuant to 10CFR50.73(a)(2)(1) and 10CFR50.73 (a)(2)(vii). This event was discovered during a review of Potentially Reportable Event Reports by the Waterford 3 Event Analysis and Reporting Group.

Until September, 1986, the investigation, analysis, and reporting of significant events was largely the responsibility of a single Associate Engineer. It was then determined that an increase in resources dedicated to this function would be beneficial. An Event Analysis and Reporting Group was therefore established consisting of a supervisor, two engineers, and a clerk. The supervisor of this group is currently a Registered Professional Engineer who holds a current SRO license for Waterford 3 and han over nine years responsible nuclear experience, j l

The primary mission of this group is to improve plant safety and reliability by ensuring that the causes of significant events are identified and corrected. The group is also responsible for the preparation of complete and accurate reports to regulatory agencies when required, and for the administrative processing of Potentially Reportable Event (PRE) Reports.

At the time the group was formed there were approximately three hundred j such reports which had not been completely processed and closed. The j group has therefore undertaken a systematic review of these open reports 1 to ensure that a correct deportability determination was made, root causes are correctly identified, and corrective actions are adequate.

The event described in the attached LER was discovered during this review.

j W3A87-0100, Page 2 July 30, 1987 on verbal discussions which primarily focused on the low safety significance of the event rather than the applicability of the criteria in 10CFR50.73.

Since no written determination was made at the time these criteria l were not adequately addressed and the event was not documented further, although appropriate corrective actions were implemented. Pursuant to discussions with appropriate NRC personnel, the event was determined to be reportable on June 30, 1987.

Over half of the open PRE reports have now been closed and a written deportability determination has been made for all PRES. It is therefore not expected that any further reportable events will be identified on the remaining open reports, although additional information discovered j during investigation of some events may, of course, result in revision I of existing deportability determinations. It is expected that PORC l review and closure of the remaining PRE reports will be complete by the j end of the year, with the exception of reports held open pending completion of long term corrective actions. l The management of Louisiana Power & Light is committed to the prompt and thorough analysis of operating events, implementation of appropriate corrective actions, and the timely submission of accurate reports when required.
