Enclosed are the original and three copies of Revision 19 of the Waterford 3 Physical Security Plan (Enclosure 1), which is submitted in accordance with 10CFR50.54(p).

The plan revision was approved and implemented on April 7,1999. This submittal is provided under affidavit per requirements of 10CFR50.

j The Waterford 3 Plant Operations Review Committee hr.s concluded that the changes to the Waterford 3 Physical Security Plan do not constitute a decrease in the safeguards effectiveness of the plan. The major change includes incorporation of terminology and methodology associated with the installation of a replacement security computer.

Enclosure 1 contains safeguards information as defined by 10CFR73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. We kindly request that it be withheld from public disclosure.
