Attached is Security Incident Report (SIR) 99-S02-00 for Waterford Steam Electric Station Unit 3. This report describes an occurrence of a contract employee inappropriately being granted unescorted access to the Plant's Protected Area (PA).

This condition is being reported pursuant to Appendix G to 10CFR73(l)c as a failure in our program that allowed unauthorized access to the PA.
