Centlement Please be advised that LP&L has installed two new benchmarks, for use as part of the Basemat Surveillance Program (Ref V3P87-1123 dated June 26, 1987). The Basemat Surveillance Program monitors the continued structural integrity of the common foundation basemat for the Nuclear Plant Island Structure as required by Waterford 3 license condition 2.C.17. The benchmarks were installed to increase the efficiency of the survey readings.

Technical Specification 6.8.4.e.1 requires settlement readings of the basemat to be taken periodically. The master benchmark used previously by surveyors to determine the basemat elevations, is physically located approximately one-half mile east of the plant. In result, use of the master benchmark required roughly one extra day of surveying to complete, and hampered the efforts of the surveyors to complete the survey loop in accordance with established surveying procedures and tolerances.

The two new benchmarks are installed in the yard on the east and vest sides of the Administration Building at grade elevation (approximately 16.0' MSL). Each benchmark is a stainless steel bar, approximately one inch in diameter UGS class B driver to refusal and provided with protective bumper posts. The benchmarks were located to shorten the surveying loop distance, resulting in a more efficient survey. The new benchmarks vill be shown on FSAR Tigure 1.2.1 as part of the next FSAR revision.

The installation of the new benchmarks does not revise the content of the previously reviewed Basemat Surveillance Program and therefore may not require f ormal notification of the NRC. The use of the new benchmarks for the survey van evaluated in accordance with 10CPR50.59, and does not L involve an unreviewed safety question or license amendment. However. Lt&L 4 recognises that the basemat Sutve111ance Program is of specific importance.
