The objectives for the Waterford 3 emergency preparedness exercise which is q scheduled for October 24, 1990 were submitted to you in a J Jy 20, 1990 1 letter (W3P90-1165). However, based on recent conversations with NRC personnel, Sections A, E and F of these objectives were revised to include a listing of cross-references to the applicable NUREG-0654 Sections that each objective meets.

Accordingly, the objectives are being resubmitted with the added references.

Also, please note that minor changes were made to the existing wording of Objective A(11) for clarification purpows only and Objective A(14) was replaced with a new objective.

Nuclear Regulatory Commission - Region IV (NRC), the Federal Emergency Management Agency - Region VI (FEMA),

the' Louisiana Radiation Protection Division ~ (LRPD),

Louisiana Office of Emergency Preparedness (LOEP),

St. Charles and St. John the Baptist Parishes, the following general L5jectives and guidelines have been developed for the 2490 Emergency Preparedness Exercise _at '

Waterford 3 Steam Electric Station, which is scheduled to be conducted on October 24, 1990.

A. For the Waterford 3 (Licensee) Emergency Response Organization:

1. Demonstrate proficiency in classifying the emergency condition. (D.1, D.2, I.1, I.2) l
2. Demonstrate the ability to mobilize and activate the Technical Support Center (TSC) emergency response personnel. (A.1, A.3, A.4, B.1 - B.5, B.7 - B.9, E.1, E.2, J.1)
3. Demonstrate the ability to mobilize and activate the Operational Support Center (OSC) emergency response personnel. (A.1, A.4, B.1, B.5, B.7, ,

E.1, E.2, J.1)

4. Demonstrate the ability to mobilize and activate the Emergency Operations Facility (EOF) emergency response personnel. (A.1, A.3, A.4, HB.1 - B.5, B.7 - B.9, E.1, E.2, J.1)
5. Demonstrate the ability to mobilize and activate the Corporate Command Center (CCC) emergency '
