FITNESS FOR DUTY PROGRAM

SUMMARY

This reporting period represents the initial period for implementataba of the Waterford 3 Fitness for Duty Program. During this reporting periou, approximately 53% of the population has been tested. The rate for positives is less than one half of a percent of_the tested population.

EQSITIVE RESULTS:

ouring this. period, there werr four tests which yielded posttive-results. 'Two of the positive tests occurred as a result of the pre badging (pre-employment) testing for contractor personnel and the other:two positive tests were the result of random testing of licensee employees. The pre badging positive tests involved nicohol for one contractor and cocaine,for the other - The licensee employees tested positive for marijuana in one case and alcohol in the second.

Of these four test results, the positive test for marijuana was above the cut-off limit established by Entergy Operations, Inc. 'It was, however, below the 100 ng/ml cut-off defined by 10CFR26. The remaining three positive tests were above the cut-off levels defined by 10CFR26.

MANAGEMENT ACTIONS:

Confirmatory testing was initially conducted by Laboratory Specialists, Inc.,

(LSI) in Belle Chasse, Louisiana. During Jar tary 1990, 'our facility was notified that LSI would lose it's certificatton by the National Institute of Drug Abuse (NIDA). Starting on the 25th of January, Waterford 3 switched to an alternate NIDA certified laboratory, Doctors & Physicians Laboratory (DPL) of Leesburg, Florida. Currently, Waterford 3 has not experienced any problems l

with DPL.

Access was not granted to the two individuals applying for contractor status that tested positive on pre-badging analysis. Management was notified and their files were annotated of the positive result with.a restriction that they should not return to a nuclear power plant for_three years.

The two licensee employees whose tests yielded confirmed positive results were I reported to management. Management suspended their access'for two weeks l pending recommendations by the Employeo Assistance Program'(EAP) evaluation ,{

l and re-entry testing. Following the EAP recommendation and negative I follow-up tests, the two employees were granted access to the protected area and are enrolled in a follow-up cesting program.

1 Page 4 of 4 Additionally, a third licenwee employee was enrolled in a follow up program including accelerated testing. This action was taken due to recommendation by the site Medical Review Officer, based upon a history 4f alcohol abuse.

Nineteen follow-up tests have been administered collectively to the three employees in the follow up program. All results have been favorable.

EVENTS REPORTED TO THE NUCLEAR RPGUIATORY COMMISSION (NRC):

The Nuclear Regulatory Commission was notified of two positive tests involving licensee employees. One sample was received from a supervisor resulting from a positive alcohol test. The second sample was received from a plant operator as a result of a positive marijuana test. Supporting documentation was furnished to a representative of the Nuclear Regulatory Commission, upon request.

PROGRAM VEAKNESS:

An internal audit was conducted on the Fitness for Duty Program. The audit determined that the Fitness for Duty Program is being implemented in an acceptable manner. The audit did, however, identify program weaknesses.

The Personnel Assurance group is in the process of implementing corrective action for the weaknesses identified in this audit.
