Gentlemen:

Entergy Operations, Inc. submits the following response to the NRC letter dated May 3,1990 concerning the NRC's review of Revision 6, Clutnge 1 of the Waterford 3 Inservice Testing Program (IST)-Pumps and Valves. ,

Revision 6 and Revision 6 Change 1 of the Waterford 3 IST Program were I submitted to the NRC on September 22, 1988 and August 22, 1989,- <

respectively. The outstanding relief requests and changes contained within ,

Revision 6 are included within the scope of Revision 6, Change 1. It is l

Important to note that Revision 6 contains three changes of some i significance. The changes are as follows:

1. Deleting valves EFW-220A&B, FW-179A&B from the Test Plan These valves are provided to allow pre-startup cleaning of the feed and condensate systems by the blowdown system via the emergency feedwater system piping. These valves are administratively locked closed and de-energized during power operation, serving no "

, safety function (deletes Relief Request 3.1.50).

- 2. Incorporation of SM-1322 valves into the Test Plan i

Valve CAR-200B was added and CAR-202B changed to an .

air-operated valve. The additional testing of these valves l does not affect the Safety Analysis. Also, SM-1322 L

contains a separate safety evaluation.

3. Stroke time limit change for FW-184A&B and FW-173A&B  !

These valves are not full-stroke tested under full flow '

conditions. The reduction of the stroke time limit to three seconds ensures a' full flow closure of five seconds. This change to the Test Plan will ensure that the conditions of the l Safety Analysis are met.
