Waterford 3 SES Docket No. 50-382 License No. NpF-38 Emergency Plan Gentlement In a June 6, 1990 letter (W3P90-1318), Mr. R.P. Barkhurst, Vice President Operations Waterford 3, informed you that based on the receipt of all necessary regulatory approvals and the implementation of all conditions stipulated in License Amendment No. 60, the responsibility for the operation of Waterford 3 had been officially transferred to Entergy Operations, Inc.

effective that date.

This letter is being transmitted in accordance with 10CFR50, Appendix E, Section V to inform you of the resultant changes that will be required to the Waterford 3 SES Emergency Plan because of this transfer of operations to Entergy Operations, Inc. As noted in the Waterford 3 submittals which led to License Amendment No. 6r) (W3P88-1243 dated July 1, 1988, and W3P89-1458 dated August 15, 1989) Entergy Operations assumes authority and responsibility for functions necessary to fulfill emergency planning requirements. Initially, no substantive changes to the Waterford 3 Emergency Plan or Emergency Planning Organization will be made.

Administrative changes to the Emergency Plan are necessary to reflect

, Entergy Operations' responsibility for the plan and to distinguish those support functions which will continue to be provided by Louisiana Power &

Light Company based on existing operating agreements. These changes, which have received prior NRC approval via Amendment No. 60 to the Facility Operating License, will be incorporated into the next revision of the Emergency Plan which is scheduled for issuance as Revision 14 '

during the fourth quarter of 1990.
