Nos. 1 and 2 Diesel Fire Pumps Inoperable.

This report was initiated by Incident Report 82-411.

CONDITIONS PRIOR TO OCCURRENCE:

Unit 1 - Mode 6 - RX Power 0% - Unit Load 0 MWe.

Unit 2 - Mode 1 - RX Power 82% - Unit Load 910 MWe.

DESCRIPTION OF OCCURRENCE:

At 2230 hours0.0258 days <br />0.619 hours <br />0.00369 weeks <br />8.48515e-4 months <br />, November 13, 1982, No. 12 Station Power Transformer was de-energized for planned maintenance. Due to the result!.ng loss of the Nos. F and G Group Buses, the automatic starting feature of both Nos. 1 and 2 Diesel Fire Pumps was disabled. The fire pumps were declared inoperable, and Technical Specification Action Statement i 3.7.10.lb was entered.

The manual starting capability for the pumps remained operable, and an operator was stationed locally to start the pumps if required. Prompt l notification of the NRC was performed at 0910 hours0.0105 days <br />0.253 hours <br />0.0015 weeks <br />3.46255e-4 months <br />, November 14, 1982, with written confirmation transmitted November 1S, 1982.

APPARENT _CAUSE OF OCCURRENCE:

l As noted, the automatic starting feature was disabled due to planned l maintenance on No. 12 Station Power Transformer associated with l the Unit 1 refueling outage.

l l ANALYSIS OF OCCURRENCE:

l The operability of the fire suppression systems ensures that adequate i fire suppression capability is available to confine and extinguish

! fires occurring in any portion of the facility where safety related l equipment is located. The collective capability of the fire l suppression systems is adequate to minimize potential damage to safety I

related equipment and is a major element in the facility fire l protection program.

Action Statement 3.7.10.lb requires:

With both fire suppression pumps inoperable:

l. Establish a backup fire suppression water system within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, and
2. Submit a Special Report in accordance with Specification 6.9.2; a) By telephone within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, b) Confirmed by telegraph, mailgram or facsimile transmission no later than the first working day following the event, and c) In writing within 14 days following the event, outlining the action taken, the cause of the inoperability and the plans and schedule for restoring the system to operable status.

As noted, the manual starting capability of the pumps was operable, and an operator was continuously stationed to start the pumps in the event of a fire. Since fire protection was maintained, the event involved no risk to the health and safety of the public. Due to the increase in administrative controls, the occurrence did not constitute operation in a degraded mode in accordance with Technical Specification 6.9.1.9b.

CORRECTIVE ACTION:

As noted, fire suppression capabilities were maintained, in compliance with the action statement. Prompt notification was performed as required; this report is in accordance with Technical Specification 6.9.2f.

Maintenance on No. 12 Station Power Transformer was completed, and power was restored to the fire pump automatic starting feature. The

- pumps were satisfactorily tested and were declared operable; Action Statement 3.7.10.lb was terminated at 1345 hours0.0156 days <br />0.374 hours <br />0.00222 weeks <br />5.117725e-4 months <br />, November 14, 1982.
