Dear Mr. Carpenter:

Your letter of August 22, 1984, to Chairman Palladino, Nuclear Regulatory Commission, has been referred to me for response. I am sorry that we have been unable to locate your April 12, 1984 letter. However, a member of the Emergency Preparedness Branch who is the NRC reviewer of Shoreham emergency plans, telephoned you on September 19, 1984, to discuss your concerns.

The Nuclear Regulatory Commission conducted a hearing on emergency preparedness for Shoreham in the government buildings in Hauppauge that lasted approximately nine months and closed on August 29, 1984. The hearing covered every conceivable aspect of emergency and evacuation planning. Suffolk County and New York State were represented by legal counsel at the hearing and they participated actively in offering their own witnesses (which included Suffolk County Police), and in cross-examining witnesses offered by LILCO, the NRC staff, and the Federal Emergency Management Agency. The Hearing Board is presently reviewing the testimony and will shortly present its written decision to the Nuclear Regulatory Commission.

The Hearing Board decision, the transcript of the hearing and the onsite and offsite emer'gency and evacuation plans for Shoreham are available in the Local Public Document Room at the Shoreham-Wading River Public Library, Route 25A, Shoreham, New York 11786.
