. Long Island Lighting Company ATTN: Mr. William E. Stieger, Jr..

Assistant Vice President - Nuclear P. O. Box'618' Shoreham Nuclear Power Station Wading. River, New York' 11792

Dear Mr. Stieger:

Subject:

. Licensee Engineering Initiatives Nuclear power plant licensees, industry groups, professional societies, and the NRC have devoted-substantially increased attention to nuclear power plant engi-neering program enhancements in recent years. Many licensees have undertaken; significant positive initiatives in the engineering area, including design basis <

document (DBD) updates, safety-system functional inspections, and other engi-neering progrem improvements.

In order to share experiences and foster a disciplined and coordinated a)proach to. engineering initiatives, licensees in the NRC Region V area.have esta>11shed an Engineering Managers' Forum.

This forum has held several. meetings since it:

was' initiated in 1988,;and has issued a formal charter plus two guideline docu-dealing with. plant design basis documentation and-other engineering pro-

'p; gram. Appropriate: liaison has been provided with INP0 and NUMARC'regarding the forum efforts and: guidelines. The forum plans.to issue additional' guide-

11nes.or, subjects whicc include engineering backlog, spare parts, and qualifi-cation of' engineers.

Forum members have indicated that their. counterparts in NRC Regions II and III are also in the. process of setting up similar working groups.

-.I encourage you and other power reactor licensees in' Region I to initiate a similar initiative that would provide for the sharing of information.and ex--

?

periences involving engir.eerir.g initiatives and soluti:,n of problems common to all. A cooperative effort of this natuic vould promote efficiency and enhance T

the effectiveness of nuclear power plant enginearing activities.

The. current chairman of the Region V Engineering Managers' Forum is Mr. John Allen of Arizona Public Service Company, telephone (602) 340-4181.

If you should de-sire: additional information regarding the approach being taken by their forum, you l
