Two changes have, however, um disproportionate ef fect on .the number i of pages contained in Revision 4. The first involves a change in j the identity of the relocation centers to be used should an evacu-l ation be ordered: Suffolk County Community College and SUNY Stony Brook have been removed as primary relocation centers and have been replaced by SUNY Farmingdale and St. Joseph's College.

Implementation of this straightforward change. ripples darough almost 50 pages in the Flan and Appendix A, involving mechanical conforming changes in the designated relocation centers,: evacua-tion route, descriptions (outside the EPZ only) and evacuation i route maps'for most zones. In addition, various extra-EPZ traEfic.,

i control posts located near the former relocation centers were.

either moved or deleted as a result of the identification of two new relocation centers.1/.

t,,cussion. First, the aggregate capacity of the primary relocation.

. and Procedures have been revised to place greater emphasis on the -

o. utilization of overflow relocation centers. Specifically, the 3

. .b PF On June 26, 1984,.we received a copy of revisions to Suffolk County's testimony on contentions dealing with reloca-tion centers. Attached to that filing were copies of letters .

i from the District Superintendent of the BOCES II Occupational Center and the President of SUNY-Farmingdale inf orming the

American Red Cross that those facilities did not have agree-ments with the Red Cross to serve as relocation centers in the event an evacuation of the Shoreham EPZ. These letters have come as a complete surprise to LILCO, and given their content, may require further, largely ministerial, changes in the Plan, Procedures and Appendix A. LILCO is currently in the proces's of evaluating this infor~m ation, and if changes in the identity of relocation centers are needed, revised pages will be sent to alb plan-holders as soon as they are finalized.

. March.15, 1984. Attachment I contains the instructions for-inserting the revised pages.

We request that you cause a request to be made to FEMA, pursuant to the.NRC-FEMA memorandum of Understanding, for review of Revi-sion 4. .To this end, we are forwarding, under separate cover,-

consistent with past practice in the current licensing proceeding and our control copy distribution, a total of fifteen (15) con-trolled copies of Rev. 4 directly to members of the RAC.

Appendix B to the plan, which provides the written agreements that support the implementation of the plan, is now bound separately.

Although included in this submission, Appendix B will receive a limited distribution. It will be on file with LILCO and available upon request to holders of.the plan.
