Dear Mr. Dick:
This refers to your interview with Mr. W.1.azarus of this office on March 5, 1985, during which you detailed your concerns relative to the Nine Mile Point Unit 2 (NMP-2) construction project and the NRC Readiness Assessment Inspection at the Shoreham Nuclear Power Station. We have reviewed the transcript of your interview, and find one area which relates specifically to quality of safety related equipment at NMP-2. That issue involved improper changes to an engi-neering specification for Gould supplied safety-related switchgear by the Superintendent of Construction and failure to verify fastener torques as required by the vendor. We are performing followup on that issue and will i
inform you of the results.
The issues concerning the Readiness Assessment Team inspection and followup at Shoreham will be addressed in a separate letter.
The remaining concerns involve issues which do not directly relate to quality of construction of safety-related equipment. We believe that we are properly evaluating the quality of construction at Nine Mile Point 2 through our present and planned inspection program, and will be able to detect any negative impact that the management practices you describe have on the quality of construction.
