WAIVER OF COMPLIANCE RELATED T0 AN OPERABLE PLANT SERVICE WATER SYSTEM LOOP WHILE HANDLING IRRADIATED FUEL IN THE SECONDARY i

CONTAINMENT,SHOREHAMNUCLEARPOWERSTATION, UNIT 1(TACN0.77305)

This is in response to your letter (SNRC-1746), dated August 10, 1990, and I

supplemented on August 15, 1990, wherein you requested interim relief from.

Limiting Condition for Operation 3.7.1.2.b.3 of the Technical Specifications associated with the plant service water system. Specifically, that technical c

specification requires you to have a residual heat removal service water flow path capable of transferring water through the associated residual heat removal l

system heat exchanger, whenever irradiated fuel is being handled in the secondary containment, Your letter cites several bases for which you believe interim relief from this technical specification should be granted. You note that because the fuel has such a low exposure history, it currently generates only'about 500 watts of decay heat energy.

Because of this negligible decay heat rate, active systems for fuel pool cooling are not required, and the NRC staff has agreed with that assessment.

In response to this condition, the residual heat removal system has been drained and is being preserved in a lay-up program.

We have reviewed your August 10 and August 15, 1990 letters and find that the-circumstances justify a temporary waiver of compliance from Limiting Condition for Operation 3.7.1.2.b.3 of the Technical Specifications. This waiver of-compliance will allow you to perform an undentater radiation survey and physical' inspection of selected fuel elements without having to return certain residual heat removal equipment to operable status.
