Dear Mr. Leonard:

SUBJECT:

EXEMPTION FROM FITNESS FOR DUTY REQUIREMENTS RELATED TO 10 CFR PART 26, SHOREHAM NUCLEAR POWER STATION, UNIT 1 (tar.NO.76411)

In response to your letter dated March 15, 1990, the Nuclear Regulatory Commission has issued the enclosed exemption from the full scope of the requirements of 10 CFR Part 26. The exemption was requested to limit the scope of the Shoreham Fitness for Duty (FFD) Program to only those persons who have unescorted access to any area that contains equipment necessary to support and maintain the continued safe storage or handling of spent fuel.

Based on the staff's evaluation of your request, the Nuclear Regulatory Commission has granted your limited scope exemption pursuant to 10 CFR 26.6.

The exemption is being forwarded to the Office of the Federal Register for publication. This completes our action related to the above referenced TAC number.

Sincerely,

/s/

Stewart S. Brown, Project Manager Project Directorate I-2 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation
