Dear Senator Hatfield:

I This is in response to your letter of September 7,1984 enclosing correspondence from Mr. and Mrs. Harvey Seim regarding the licensing of the Shoreham Nuclear Power Plant in New York. A member of the Nuclear Regulatory Connission (NRC) emergency preparedness staff telephoned Mr. and Mrs. Seim on September 25, 1984, to discuss their concerns and the procedures for licensing a nuclear power plant.

New York State and Suffolk County, New York, the host county for Shoreham, have expressed an unwillingness to participate in the emergency planning process for the Shoreham plant. Therefore, the Long Island Lighting Company (LILCO) has developed its own offsite emergency response organization with personnel identified who would perform certain of the duties ordinarily performed by State and County employees in the event of an emergency. The LILCO plan was the subject of a public hearing conducted by the NRC's Atomic Safety and Licensing Board that lasted a of emergency planning issues.pproximately nine months and covered a multitude Expert witnesses testified and were cross-examined
