Dear Ms. Connor:

This is in response to your letter dated May 20, 1986, in which you requetted, pursuant to the Freedom of Information Act (F0IA), copies of 1) SECY-85-386; and 2) EQ Audit for the Clinton Power Station (EGG-EA-6829).

SECY-85-386 is identified by portions on enclosed Appendix A and is being released in part. The release determination is indicated beside each document description. Documents being released in whole or in part are being placed in the NRC Public Document Room (PDR) located at 1717 H Street, NW, Washington, DC 20555, in file folder F01A-86-367 in your name. We have indicated the PDR accession number for those documents that are already in the PDR.

Information being withheld pursuant to Exemption (6) consists of personal information the release of which would constitute a clearly unwarranted invasion of personal

' privacy. The information is being withheld F0IA, 5 U.S.C. 552(b)(6), and 10 CFR 9.5(a)(pursuant to Exemption (6) of the6) of th Information being withheld pursuant to Exemption (5) consists of the predeci-sional analyses, opinions, and recommendations of the staff. Because the information reflects the predecisional process of the staff, the information is exempt from mandatory disclosure pursuant to Exemption (5) of the F0IA, 5 U.S.C. 552(b)(5), and the Commission's regulations at 10 CFR 9.5(a)(5).

Release of the information would tend to inhibit the open and frank exchange of ideas essential to the deliberative process. The withheld information contains no reasonably segregable factual portions.

Document 2 of your request is identified on enclosed Appe'ndix B, and is also being placed in the PDR in file folder F01A-86-367 in your name.

Pursuant to 10 CFR 9.15 of the Comission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The person responsible for the denial of portions of document 11 on Appendix A is Ms. Sharon R. Connelly, Director, Office of Inspector and Auditor. The person responsible for the remainder of the denials is Mr. John C. Hoyle, Assistant Secretary of the Commission.
