PUBLIC NOTICE NRC STAFF PROPOSES TO AMEND OPERATING LICENSE AT SHOREHAM NUCLEAR POWER STATION i I

The U. S. Nuclear Regulatory Commission staff has received an .

I application dated November 8, 1990, from the Long Island Lighting Company (licensee) for an exigent amendment to the operating license fortheShorehamNuclearPowerStation(Shoreham),locatedinSuffolk i

County, New York.

If approved, the amendment would allow the licensee to ship 137 i i

fgel support castings and 12 core peripheral pieces to the low level radioactive waste disposal repository at Barnwell, South Carolina. l The licensee has informed the staff that it appears that the Barnwell low-level radioactive waste disposal repository will be closed 4 to radioactive waste shipped from New York State after December 7,1990 3 and that disposal of these components thereafter is made uncertain and, in any event, may be substantially more costly.

Following an initial review of this applicat k. , Uie nquested amendment has been evaluated against the star.dards in 10 CFR 50.92 and the NRC staff has made a proposed (preliminary) determination that the requested amendment involves no significant hazards considerations.

While the fuel remains out of the core, the absence of these fuel support pieces have no affect on plant safety and thus their removal does not involve a significant hazards considerations.

If the proposed determination that the requested li:ense amendment involves no significant hazards consideration becomes final, the staff l will issue the amendment without first offering an opportunity for a public hearing. An opportunity for a hearing will be published in the Federal Reoister at a later date and any hearing request will not delay the effective date of the amendment.

If the staff decides in its final determination that the amendment does involve a significant hazards consideration, a notice of opportunity i for a prior hearing will be publithed in the Federal Register and, if a hearing is granted, it will be held before the amendment is issued.
