EXTENSION OF JUNE 19, 1990, WAIVER OF COMPLIANCE RECARDING FACILITY

-OPERATINGLICENSENPF-82, PARAGRAPH 2.C.(13)QUARTERLYDRILLSLICENSE CONDITION,-SHOREHAM NUCLEAR POWER STATION, UNIT 1 (TAC NO. 75498)

By letter dated June 19, 1990, the NRC granted the Long Island Lighting Company (LILCO) relief from Paragraph 2.C.(13), Quarterly Drills License Condition, of its Facility Operating License NPF-82. This license condition, 2.C.(13),

requires LILC0 to conduct training drills such that its offsite emergency plan is exercised quarterly with full or partial participation by the Local Emergency ResponseOrganization(LER0). The June 19, 1990, waiver of compliance was to remain in effect for thirty days or until the NRC staff completes its review of the associated request to cease offsite emergency preparedness activities and to implement the defueled emergency preparedness plan, whichever occurs first.

Because the NRC staff has not been able to complete its review of LILCO's associated application for license amendment, though the review is nearly

complete', the NRC staff is granting LILC0 a 15-day extension of the June 19, 1990, waiver of compliance. This additional time is needed so that the associated environmental assessment can be published in the Federal Register prior to issuance of the license amendment-package. This extension of the waiver cf compliance does not present a safety concern for the same reasons detailed ;n our letter of June 19, 1990.

This extensica will be effective July 20, 1990, and shall remain in effect for r 15 days or un'.il the NRC staff has completed its review of the associated request to cet se offsite emergency preparedness activities and to implement the defueled (:mergency preparedness plan, whichever -occurs first.
