1 Enclosed is the latest revision of the Shoreham Decommissioning Project Termination l Survey Plan which supersedes the version previously transmitted in Reference 1. This i Revision 3, forwarded as Enclosure 1, incorporates information on an additional pipe crawler utilized for the survey of 2 inch diameter piping. The revision also identifies certain survey units (areas of the facility) which are impacted by "hard-to-measure" isotopes, provides the ratios of these isotopes to more commonly detected nuclides, and states the resultant gross activity guidelines (GAG) to be applied to the survey units. These GAG values have been determined following the methodology of Appendix A of NUREG/CR-5849. A detailed discussion of the activation calculations and sample analysis performed to establish the isotopic ratios as well as the calculations for determination of GAG values for each specific survey unit is included as Enclosure 2 to this letter. Finally this revision updates the stated facility release criteria, accounting for modifications provided in Reference 2.

LSNRC-2177 Page 2 of 2 Portions of the Shoreham Decommissioning Project Termination Survey Plan were identified in Reference 3 in a request for withholding of confidential commercial information. Since the resolution of the previous request for withholding is pending, the identical portions of Revision 3 of the Plan have similarly been withheld without further application for withholding. Three pages of the Plan included as Enclosure 1 have been replaced with blank pages. The actual pages are attached as Enclosure 3.
