SUBJECT: INSPECTION REPORT NO. 50-322/92-04
This letters transmits the results of safety inspections conducted by Mr. B. S. Norris, and others,
from June 27,1992, through October 12,1992, at the Shoreham Nuclear Power Station, Wading
River, New York. The inspectors focused their efforts on issues important to safety, and based
their findings on observation of activities, interviews, and document reviews.- The inspection
results were discussed with yourself and members of your staff.
l Based upon the results of this inspection, certain of your activities appeared to be in violation
i of NRC requirements, as specified in the enclosed Notice of Violation (Notice). The violation,
failing to provide complete and accurate information - to the NRC - relative to the
Decommissioning Plan, is of concern because it represents a weakness in your understanding
of the required communications with the Commission. You are required to respond to this letter
L and should follow the instructions specified in the enclosed Notice when preparing your .
L respor.se. In your response, you should document the specific actions already taken and any ,-
l- additional actions you plan to prevent recurrence.

We noted that your programs relating to radiological controls and fire protection were well
implemented. However, an unresolved item was identified regarding the sign-off of activities
associated with a shipment of irradiated control rod blades in advance of performing the required
activities.
