As a Member of Congress from Long Island and a
' member of the Energy and Commerce Committee, I have a cen-the Shorehaat Nuclear Power Station.tinuing interest in the NRC I have worked to mini-mize the cost of Shoreham from regulatory delay (consistent with the protection of public health and safety my colleagues on the Committee and with Chairman) Bevill and both with members of the Appropriations Committee.
Long Island is heavily dependent on imported' oil and on some natural gas for generating power, aga its electric transmission ties from upstate and New England are ' limited The actual 1984 load on Long Island will equal the New York.
State Energy Office load forecast for the mid-1990s.
Shoreham is necessary for reliability of power on the Island,
- Thus, and its operation is essential if we are to ever reduce our unhealthy reliance on OPEC. oil.
At this juncture, two f actors seem clear to me.
- First, nuclear plants in.. general, and Shoreham in particular, do
.not constitute a. risk-to the public health and safety on Long Island.
Second, further regulatory delay in the licensing and operation of Shoreham results in. interest costs of over
$1 million costs, and.per day that will be paid by the ratepayers.
These lost real property taxes from the plant re a significant economic burden for all Long Islanders.present Since my constifuents will likely have to pay for a large share of Shoreham,.whether it operates or not, believe it is in their best I
on line at the earliest possible date, consistent with yourinterests t i
mandate to ensure its safe operation.

Accordingly, I request that you provide me with a weekly listing-of docu-ments filed in the public docket on Shoreham.
I also request, on a monthly basis, a brief report of any NRC action that might cause further delay.
Mr. Chairman, I know that you, your fellow Com-missioners, and your staff are working diligently to meet your obl.igations to ensure the saf e construction and opera-tion of nuclear facilities while ensuring protection of the public health and safety.
You have my full support in ca.rrying out your mandate and I look forward to hearing from you on the progress of Shoreham.
