l Ladies and Gentlemen:

l Enclosed is a copy of the Shoreham Radiological Environmental Operating Report for the first half of 1994. It provides the results of Shoreham Station's 1 Radiological Environmental Monitoring Program (REMP). j During the first half of 1994, Shoreham was in the defueled, non-operating condition, and decommissioning was well underway, in addition, termination survey was in progress, and the Shoreham fuel shipments were completed in early June 1994.

1 On November 4,1993, LIPA requested the NRC to amend the Shoreham Possession-Only-License (POL) to eliminate all Technical Specification requirements upon permanent removal of the irradiated fuel from the Shoreham site (LSNRC-2115). This request war granted by the NRC on April 25,1994, and the NRC l issued Amendment 11 to the Shoreham POL. The NRC letter approving I Amendment 11 stated that the amendment would become effective when LIPA provided certification that the irradiated fuel had been permanently removed from the site, and that the decommissioning / decontamination work on the biological shield wall had been completed.

LIPA provided such a certification on June 7,1994, and Amendment 11 to the POL became effective. It eliminated all Technical Specification requirements, including the requirement for a REMP. Therefore, this report covering the first half of 1994 (January 1,1994 through June 30,1994) will be the final and last REMP report.
