CEI's Conformance with Regulatory Guides 1.52, 1.140 and 1.143 -

Perry Nuclear Power Plant (Units 1 and 2)

My letter dated to you July 11, 1985 transmitted the staff's comments on Perry's conformance with Regulatory Guide 1.52, 1.140 and 1.143. Your response dated July 24, 1985 has been reviewed by the staff and found to be partially respon-sive to its coments.

My July 11, 1985 letter related that the staff's fiidings relative to Perry radwaste processing, as reflected in Section 11 of the Perry SER were no longer valid in view of CEI's plan not to utilize the UNI system to solidify radwaste.

Your response was that CEI will now utilize a mobile system for radwaste solidi-fication using the system detailed in the NUS Topical Report PS-53-0378, Rev. O entitled "NUS Process Services Corporation Topical Report on Radwaste Solidiff-cation System", found acceptable for referencing in licensee applications by letter from NRC (Cecil 0. Thomas) to NUS (R. H. J. Powell) dated May 10, 1985.

You also stated that CEI's Process Control Program will be submitted separately in response to the staff's comments by August 10, 1985.

In your planned August 10, 1985 submittal, the staff has requested that to fully satisfy its comment, that the following information be included:

(1) Any exceptions or deviations from the NRC approved NUS Topical Report (notedinyourJuly 24, 1985 response) dated April 1983, and the NUS response to the NRC licensing review questions in letters dated July 9, 1984 and April 2, 1985.

(2) Interfaces between the Perry plant and NUS System including:

a Means to contain spills or overflow b Liquid tank failure analyses implication c Radiological and effluent monitoring (d ALARA considerations ,

(4) Waste classification program to demonstrate that the solid waste product is classified in accordance with 10 CFR 61, Section 61.55 and the NRC Branch Technical Position on Waste Classification.

(5) Specific characteristics and volumes of " wet" radioadtive waste to be processed by the NUS System.

(6) The capability of the Perry plant to meet the criteria of Appendix I to 10 CFR Part 50 with the NUS System in operation.

The above listed information will be required to determine the acceptability of CEI's confomance with the subject regulatory guides.
