EXIGENT CHANGES TO TECPNICAL SPECIFICATIONS FOR RCIC SYSTEM INBOARD CONTAINMENT ISOLATION VALVE RE: Perry Nuclear Power Plant, Unit No.1 The Comission has issued the enclosed Amendment No. 3 to Facility Operating License No. NPF-58 for the Perry Nuclear Power Plant, Unit No. 1. This amendment consists of changes to the Technical Specifications (TSs) in response to your application dated March 4, 1987, as supplemented on March 19, 1987 This amendment changes the maximum isolation time allowed by the Technical Specifications from 50 seconds to 20 seconds for operation of the Reactor Core

, Isolation Cooling (RCIC) system inboard containment isolation valve. It also deletes from the Technical Specifications the load represented by the valve's direct-current (DC) operator and identification of the motor centrol center through which DC power is supplied to the operator. These changes are being made in relation to conversion of this normally-closed, DC motor operated valve to be normally-open with an alternating-current (AC) cperator.

We note your commitments in the March 19, 1987 letter to making an evaluation of the proposed and alternative configurations for the RCIC system steam line prior to December 31, 1987, and to implementing appropriate recomendations or modifications resulting from this evaluation prior to startup from the first refueling outage. Please inform us by October 31, 1987, as to what configurations are being evaluated.

We have reviewed the exigent circumstances associated with your request and have concluded that these changes to the TSs are necessary to allow Perry Unit I to continue startup testing and operation. We have also concluded that you provided a sufficient basis for findino that the exigent circumstancer, could not have been avoided, as required by 10 CFR 50.91(a)(6).
