STANDBY LIQUID CONTROL SYSTEM (SLCS) TESTING TO ENSURE COMPLIANCE WITH 10 CFR 50.62 FOR THE PERRY NUCLEAR POWER PLANT (PNPP) UNIT 1 (TAC 62767)

We have reviewed your iluly 12, 1988 response to our June 9,1988 request for additional information concerning the subject item. We requested information sufficient to determine that adequate testing had been conducted to demonstrate that a SLCS total flowrate of 82.4 gallons per minute (gpm) can be achieved against full reactor operating pressure without lifting the SLCS pump relief valve. You referenced two Technical Specification surveillance requirements 4.1.5.c and 4.1.5.d which you believed demonstrated this capability for the Perry Unit 1 SLCS pumps.

We have reviewed your response and have detennined that your response does not sufficiently demonstrate that a SLCS total flowrate of 82.4 gpm against full reactor operating pressure can be met without lifting the pump relief valves.

While your response demonstrates that routine surveillances are conducted which demonstrate that either pump can provide 41.2 gpm flow against full reactor pressure without lifting the relief valves and a total SLCS flowrate of 82.4 gpm at reduced pressure, it is not responsive to the staff's concern. Therefore, you are requested to commit to demonstrating through testing, on a one-time basis, prior to the end of your first refueling outage, that the SLCS pumps at Perry have the capability of achieving a total system flowrate of 82.4 gpm against full reactor operating pressure without lifting the SLCS pump relief valves.
