Dear Sir:

This is in response to your letter of October 13, 1986, regarding changes to the Cooper Nuclear Station Safeguards Plan. We have reviewed the information contained in the security plan revision and have determined that portions of that plan are consistent with the provisions of 10 CFR 50.54(p) and'are therefore acceptable. However, as indicated in the enclosure, certain other portions decrease plan effectiveness and are therefore inconsistent with the provisions of 50.54(p). Accordingly, you are to follow your previously approved plan in regard to these items. Resubmit corrected plan pages as necessary to maintain plan continuity.

Should you want to pursue changing the security plan with respect to the changes set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.

The material enclosed herewith contains Safeguards Information as defined by 10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefs e, the enclosed Safeguards Attachment will not be placed in the Public Document Room.

Dear Mr. Martin:

Changes to the Physical Security Plan and Contingency Plan (Volumes I of the Safeguards Plan) are being submitted to reflect recent changes at Cooper Nuclear Station. These changes include the addition of a vital area door, a camera relocation, clarification of authority to suspend plan requirements and several minor changes. These changes are annotated by sidebars.

Accordingly, Nebraska Public Power District is submitting, in accordance with tha provisions of 10CFR Part 50.54(p), a Report of Change to the Cooper Nuclear Station Safeguards Plan, Revision Fifteen. Upon incorporation of this change,' the current Safeguards Plan becomes Revision Sixteen. We believe the enclosed change does not decrease the safeguards effectiveness of the plan.

The material enclosed herewith contains Safeguards Information as defined by 10CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited. Therefore, we request the material, with the exception of the cover letter, to be withheld from public disclosure.
