SEISMIC MARGINS EVALUATION FOR THE PERRY NUCLEAR POWER PLANT, UNIT N0. 1 (TAC N0. 72197)

We have reviewed your July 21, 1988 request for schedular extension of your commitments relative to seismic margin evaluation (a plant's seismic capacity above the safe shutdown earthquake (SSE)) for the Perry Nuclear Power Plant.

Your original commitments to the Advisory Committee on Reactor Safeguards (ACRS) indicated that an analysis would be complete by the end of the first refueling outage and any required plant modifications would be implemented by the end of the second refueling outage. Your July 21, 1988 letter proposed the i following revision to that schedule: (1) Finalizing criteria and commencing '

preparatory work by the end of the first refueling outage, (2) completing the preparatory work, walkdowns and specific system /com by the end of the second refueling outage, and (3) ponent/ structure implementation of any.evaluations required modifications and final documentation by the end of the third refueling outage.

In support of your mquest, you provided information regarding your progress in this area, including work with the Seismicity Owners Group and Seismic Qualifi-cation Utility Group. You further indicated your desire to utilize NRC guidance (NUREG/CR's/4334, 4482 and 5073) and EPRI guidance in development of your program. Finally, you indicated a desire to integrate work on this issue with potentially interactive emergent NRC initiatives such as resolution of Unresolved Safety Issues USI A-17 Systems Interaction, USI A-40 Seismic Design Bases, USI A-44 Station Clackcut, and Eastern Seismicity issues.

The :,taff has consulted with the ACRS regarding your proposed schedule change.  ;

The ACRS has no objections to that change. Based upon the need to inject I industry and regulatory guidance into formulation and scope of your seismic l margins evaluation program, and your intention to coordinate that program with other related NRC ongoing initiatives, the staff finds your proposed schedule change regarding seismic margins evaluation to be acceptable. 1 0. s Mr. Alvin Kaplan In order to enable the staff to more effectively track your new commitment in this area, it is requested that you add this commitment to those listed in Appendix 1B of the Perry Nuclear Power Plant Updated Safety Analysis Report for Unit 1 at its next scheduled update.

Regarding your request for a meeting with the staff, the staff is favorable to this kind of informational exchange. Please provide the Perry project manager, Mr. Timothy G. Colburn, with a proposed agenda and list of potential meeting dates. Please bear in mind that a meeting date must be agreed upon at least 2 weeks in advance of the meeting to allow appropriate tine for issuing a meeting notice.
