I want to thank you very much indeed for making it possible for me to meet with you, Commissioner Ramey, Dr. Doan and Mr. Jacques on Thursday, and for the patience and forbearance that everyone showed in hearing me out on the matter of Electrical World's editorial posi-tion in the Bodega Bay matter. The briefing and clarification of nuclear safety review procedures was most helpful.

I recognize that it is possible for an honest difference of opinion to occur between the statutory ACRS and the Staff of the Com-mission's Division of Licensing, in such a complex technical field as reactor safety. But I sincerely deplore the existence of statutory requirements and procedures that permit thmi to remain unresolved and force them to become public knowledge prior to the public hearing of the statutory Atomic Safety and Licensing Board. When such statutory procedures and requirements force public disclosure of disagremient between these two independent licensing review bodies, the result can only be prejudicial to the public hearing phase of the license review and any decision springing from it.

Thus it seems apparent that statutory licensing requirements and procedures should be revised to correct such basic defects. I certainly applaud plans of the Atomic Energy Cocimission to create a

" Blue Ribbon" panel to examine nuclear safety review procedures. And I will welcome the opportunity to learn more about it.
