Dear Mr. Bacus:

Thank you for your review and comments on the Philadelphia Electric Company (PECo) Commitment to Excellence Action Plan (CTEAP) submitted in response to our order shutting down the Peach Bottom plants on March 31, 1987. We have forwarded your comments to PECo for their consideration in revising the plan.

Your concerns about the ability of the NRC and INPO to identify problems like the operator inattentiveness problem at Peach Bottom were previously addressed in our letter of July 13, 1987.

Currently, we are waiting for PECo to respond to our concerns about the inability of corporate management to identify, address and correct problems.

Based on the announcement of a corporate reorganization made by PECo on October 9, 1987, we expect that a formal submittal describing the new organization will be made in the near future. We also anticipate a staff level meeting near the site to discuss their plans for reorganization and revisions to their action plan to address our concerns. The time and place of the meeting will be announced at a later date.

Your comments within the scope of the shutdown order will be factored into our review of the PECo plan and its revision. We will inform you of the results of our evaluation of all issues relevant to the shutdown order.

Once again we would like to thank you for your comments. We will continue to keep your staff informed of future developments at Peach Bottom.
