I am responding to your letter of June 1,1989 concerning the plans for the forthcoming operator licensing examination for certain Peach Bottom Atomic Power Station personnel. Your concern appears related to the adequacy of the licensee's resources to operate the Peach Bottom Station without undue reliance on overtime.

The NRC staff has given this subject careful and continuing attention and has reported its findings in'several reports which include the safety evaluation report of October 1988, the integrated assessment team inspection report of March 1988 and in other inspection reports. In summary, the staff has found the current licensee resources for operation of Unit 2 and the licensee's plan for the further development of resources for the future operation of Unit 3 to be acceptable.

At the present time a group of recently examined Peach Bottom operators is completing certain evolutions on Unit 2 that can only be done with the unit at power in order to fulfill the requirements for unrestricted licenses. Upon completion of these activities the licensee expects that the number of operators with fully completed training will be sufficient to support the simultaneous operation of Units 2 and 3 when Unit 3 has been made ready for operation later this year. The licensee's expectations are that the results of the forthcoming examinations in August and September for seven senior reactor operator candidates will further assist the licensee's development of licensed operator resources.

The NRC staff is continuing to follow closely the licensee's progress in developing licensed operator resources and the licensee's usage of overtime.

Our findings as a result of these activities will continue to be reported in our inspection reports.
