This letter is to acknowledge receipt of Resolution No. 39-87.of the County Council 'of ' Baltimore- County, which requests that' the Nuclear'. Regulatory L ' Commission deny authorization to restart the Peach Bottom plants unless b s appropriate and-adequate safety margins'can be assured, p

in our March 31',.1987.0rder, we required that the plants remain: shutdown until._

the' Philadelphia Electric Company (PEco) submits, for'our approval,-.a detailed and comprehensive phn and the schedule to assure that the facility will. be-

Loperated safely. PEco .ubmitted- their. initiallplan on August 7-,1987' and

. September 28, 1987. In-our October 8, 1987 letter to:PEco we indicated.that

, - we were. deferring further review of their submittal based on our concerns-about '

'its adequacy. .We resumed our review on November 25,'1987 when'PECo submitted

.part of their. revised plan. We expect that'the' remainder of the revised plan

.will be submitted in January and subsequently appropriate 1y' reviewed by the NRC.

L Let me assure you'that we'do not intend to permit PEco to restart the Peach l Bottom plants until we'have been thoroughly convinced that they will be operated safely.
