RER SCHEDULE CHANGE FOR THE PERRY NUCLEAR POWER PLANT, UNIT 1 On July 7, 1989, Cleveland Electric Illuminating Company (CEI) provided t M NRC.

Safeguards staff with the results of a self-initiated evaluation of the security program at the Perry Nuclear Power Plant. The evaluation was patterned after the NRC's Regulatory Effectiveness Review (RER) program. During the July 7 meeting, CEI committed to take corrective actions in response to the findings identified during the licensee's in-house REP,; specifically, CEI will make design improvements which will upgrade the perimeter security systems at the site.

Based on CEI's initiative to perform a very thorough pre-RER evaluation and CEI's proposal to improve security measures at the site based on their findings, the NRC will agree to revise the currently scheduled Perry RER to coincide with the completion of the new security system modifications.

Accordingly, we request that you provide a formal submittal of the specific security upgrade improvements and milestones associated with the completion of the project so that an appropriate date can be established for conduct of the NRC's RER at Perry. It is our understanding that the improved security system will be implemented no later than October 1990, which would provide for an RER to be scheduled for November 1990.
