Dear' Sir:

IE Bulletin 85-03: Motor-Operated Valve Common Mode Failures During plant Transients Due to improper Switch Settings The Nuclear Regulatory Commission (NRC) Office of Inspection and Enforcement issued Inspection.and Enforcement (IE)Bulletin 85-03 on November 15, 1985. The Bulletin required a response to six action items, designated (a) through (f), regarding the development and implementation of a program to ensure that switch settings for safety-related valves in high-pressure coolant injection and emergency feedwater systems are selected, set, and maintained correctly. The enclosed report is sub-mitted in accordance with Item (f) of-the subject Bulletin.

In a letter to the NRC dated July 15, 1986, portland General Electric documented completion of Action items (a) and (e). Action item (f) required that upon completion of the program, a report be submitted to (1) verify completion of the program, including all remaining action items, (2) provide a suramary of findings as a result of the program, and (3) provide a summary of complied data in accordance with Table 2 of the Bulletin.

4 Portland General BectricCompany l Document Control Desk December 15, 1987 Page 2 During the 1987 refueling outage, the Motor-Operated Valve Analysis and Testing System (MOVATS) program was implemented to test the switch settings for certain safety-related valves at the Trojan Nuclear Plant.

The enclosed report provides the results of the valve testing program and verifies completion of Items (b) through (d) of the Bulletin. It is intended that this report provide the final response to IE Bulletin 85-03.
