Safety Evaluation Report Re the Operability / Reliability of the Emergency Diesel Generators Manufactured by Transamerica Delaval, Inc. - Perry Nuclear Power Plant (Units 1 and 2)

The NRC staff has completed its evaluation of the Transamerica Delaval, Inc.

Diesel Generator Owners Group (TDI/0G) program to validate and upgrade, as necessary, the design and manufacturing quality of the TDI diesel generators for nuclear emergency standby service. The enclosed Safety Evaluation Report (SER) provides the staff's conclusions and recommendations stemming from its evaluation of the TDI/0G program. The enclosed SER will be published in NUREG form in July 1986.

In summary, the staff has concluded that the implementation of the TDI/0G and Pacific Northwest Laboratory recommendations concerning quality revali-dation inspections, component modifications and replacement, load restric-tions, operating precautions, etc. will establish the adequacy of the TDI diesel generators for nuclear service as required by General Design Criterion (GDC) 17. The staff further concludes that these programs (actions) will ensure that the design and manufacturing quality of the TDI diesel engines is within the range normally assumed for diesel engines designed and manufactured in accordance with 10 CFR 50, Appendix B. Con-tinued reliability / operability of the TDI diesel engines for the 40-year life of the Perry Nuclear Power Plant, utilizing those engines, will be assured by implementation of the maintenance / surveillance program dis-cussed in Section 2.3 of the enclosed SER, Accordingly, the staff finds that a technical solution is available to address the "TDI dieseT generator issue"; namely, the concerns which were raised regarding the reliability of the TDI diesel generators following the crankshaft failure which occurred at the Shoreham Nuclear Power Plant in August 1983. This technical resolution involves implementation, by the Cleveland Electric Illuminating Company, CEI, of (1) the Phase I program identified in Section 2.1 of the enclosed SER; (2) the Phase II program identified in Section 2.2 of the enclosed SER; and (3) the maintenance / surveillance program identified in Section 2.3 of the enclosed 8607150390 860708 0 DR ADOCK 0500

2-SER. It should be noted that these action programs are supplemental to the requirements which must normally be satisfied (e.g., Regulatory Guide 1.108).

The staff has also concluded that several of the Phase I program diesel engine components merit special emphasis in the area of load restrictions and/or maintenance and surveillance. For Perry components, load restrictions relative to diesel engthe performance discussed in SER Supplement No. 8 have been addressed in the current Perry Unit 1 Technical Specifications. The more critical maintenance / surveillance actions are cited as License Condition 2.C(9) and Attachment 4 to the Perry Unit i low power license (NPF-45).

We note that, in view of the issuance of the enclosed SER, Item 6 in Attachment 4 to License NPF-45 will have to be changed in the full power license for Perry, Unit 1. If CEI believes other changes to the license are warranted, the Project Manager should be advised accordingly, no later than July 14, 1986.
